4.1 Surface roughness has an effect on friction but not as much as you might think. It is believed that this has something to do with the number of contact points even on a “smooth” surface.
4.2 In this example the block is resting statically on a horizontal surface. The normal force is equal to the weight of the block. When a side load is applied there is an equal frictional resisting force created. As the side load is increased so does the frictional force up to a maximum value of the coefficient of friction times the normal force. At this value it breaks loose and goes into dynamic friction, which is typically slightly less than the maximum static value.
